Base Attack Time

Base Attack Time : How long cooldown the attack have. Most have 1.7 seconds, which means the hero (without any extra IAS or agility) will attack one time each 1.7 seconds.

It is explained above.
It means a hero will attack (manual attack by hitting) every certain periode.
Eg. BAT = 1.7 sec,
a hero without extra stats or item or anything else will attack once every 1.7 sec, when he is commanded to attack a unit constantly.
That is why it is also called as 'attack cooldown', which means a minimum period of time that is needed by a hero to make another single hit (attack) after the previous one.
